  4.        The Commercial Internet Exchange Association, Inc.

  9. The three founding members of the Commercial Internet Exchange, originally
  10. proposed in April 1991, today announced the formation of a formal 
  11. cooperative organization to carry on and implement an expanded CIX mission.  
  12.  
  13. The Commercial Internet Exchange Association, Inc. (CIX Association), was
  14. recently incorporated in the State of Delaware, organized under Federal 
  15. statutes as a 501.c(6) tax exempt, non-profit trade association.  The CIX 
  16. founders and all new members are Public Data Internetwork (PDI) Service 
  17. Providers cooperating to provide a non-restrictive packet interchange for 
  18. TCP/IP and OSI traffic.  
  19.  
  20. The CIX Association will assist its members in the establishment of and 
  21. adherence to operational, technical and administrative mechanisms and
  22. standards necessary to ensure fair, open and competitive operations and 
  23. communications among member PDI Service Providers.  CIX Association 
  24. policies are set by its board of directors which are elected by the CIX 
  25. membership. The CIX Association will coordinate closely with national and
  26. international networking organizations and standards-making groups which 
  27. comprise the Internet.

  29. The purpose of the CIX Association is to broaden the base of national and
  30. international cooperation and coordination among existing and emerging 
  31. networking service providers within the industry. This new organization 
  32. will provide a neutral forum for decisions to be made as the global 
  33. Internet migrates toward commercialization.

  36. Membership Invitation:

  38. The CIX Association founding members are General Atomics of San Diego CA 
  39. which operates CERFnet, Performance Systems International, Inc. of Reston
  40. VA which operates PSINet, and UUNET Technologies, Inc. of Falls Church VA
  41. which operates AlterNet.  The CIX Association extends an invitation and 
  42. encourages all TCP/IP-OSI PDI service providers to join the Association 
  43. and participate in the CIX.  The Association actively solicits membership 
  44. and network connections with all commercial and non-profit US national, 
  45. Regional and Mid-level networks, Federal and state government networks, 
  46. and international network organizations.

  58. Membership Requirements:
  59.  
  60. Any service provider can join the CIX Association and have an equal voice 
  61. in developing the standards which will prove beneficial for our industry.
  62. At this time, the Association has the following membership requirements:
  63.  
  64. 1. Members agree not to restrict the use of their network based on traffic 
  65. type, subject only to applicable laws.  This provision removes commercial 
  66. constraints imposed by the use of government funding for networking.
  67.  
  68. 2. Members agree not to charge other CIX members for CIX-related matters, 
  69. including charges based on traffic volume, commonly called "settlement".
  70. The CIX Association may modify this "no settlement" policy (and other
  71. policies) as the CIX membership requests.
  72.  
  73. 3. All members must be legally organized to provide TCP/IP or OSI public data 
  74. internetworking services to the public in multiple geographic areas.
  75.  
  76. 4. Members must provide the necessary circuit and equipment to connect to one 
  77. of the CIX interchange points, currently CIX-West in Santa Clara, CA, USA.
  78.  
  79. 5. Members must sign the CIX Agreement, pay the annual membership fee, 
  80. and participate in CIX Association technical and administrative committees. 
  81.  
  82. 6. Members agree that they neither incur nor present any liability to other
  83. CIX members, or the CIX Association, by submitting data traffic to or 
  84. accepting data traffic from the CIX, except as required by law. 
  85.  
  86. Formal agreements are available for PDI service providers meeting the 
  87. above criteria to review.
